Health, Safety and Technical Director

Job Introduction

Pinnacle Group is seeking an experienced Group Health, Safety and Technical Director to join our Central Services team and provide strategic leadership and governance across health, safety and technical compliance within a diverse national portfolio. Reporting at Board level, you will act as the principal adviser to the Board and Executive Leadership Team, providing clear and practical guidance on operational risk, regulatory compliance, technical standards and assurance. You will be responsible for developing and maintaining a robust framework of policies, governance arrangements and assurance activities that ensure the business operates safely, compliantly and in line with industry best practice across Housing and Property Management, Hard FM, Projects, Soft FM, Grounds Maintenance, Education and Industrial sectors.

Our Central Services team provides expert support across our business – from governance, compliance and business development to finance, marketing, HR, and IT. By partnering with our frontline operations, they help drive performance, innovation, and continuous improvement – all in support of our mission to Transform Communities, Change Lives.

This is a highly influential role that directly supports Board decision making, protects Pinnacle's people, customers and reputation and ensures the organisation continues to meet its statutory and regulatory obligations. You will lead the development and implementation of the Group Health, Safety and Technical Strategy, driving a consistent approach to risk management, compliance monitoring, auditing, incident management and continuous improvement across the business. Working closely with operational teams and senior stakeholders, you will champion a culture where health, safety and technical compliance are embedded into everyday decision making, while providing the assurance our customers, regulators and partners expect from a leading national service provider.

Key responsibilities will include:

Strategic Leadership

  • Develop and implement the Group Health, Safety and Technical Strategy aligned with the Group Business Plan.
  • Provide strategic leadership, advice and assurance to the Board and Executive regarding health, safety and technical compliance performance, compliance risks and emerging regulatory requirements, ensuring complex issues are presented clearly and practically.
  • Develop and maintain an operational assurance framework.
  • Act as the executive sponsor for major health, safety and technical improvement programmes.
  • Promote a culture of accountability, continuous improvement and operational excellence.

Safety, Health and Wellbeing

  • Ensure effective health and safety management systems are maintained and operated in accordance with ISO 45001, the Health and Safety at Work etc. Act 1974, the Management of Health and Safety at Work Regulations 1999 and other applicable UK legislation, Approved Codes of Practice, HSE guidance, British Standards and sector-specific technical standards.
  • Oversee serious incident investigations and ensure lessons learned are embedded across the organisation.
  • Lead the development of programmes designed to improve safety culture and workforce engagement.
  • Ensure appropriate governance arrangements are in place for high-risk activities and principal contractor responsibilities.
  • Provide assurance to the Board regarding compliance with statutory health and safety obligations.

Technical Compliance and Assurance

  • Act as the Group's senior technical authority for statutory compliance matters.
  • Establish and maintain technical standards, compliance frameworks and assurance regimes across all service lines.
  • Provide oversight of building safety, fire safety, electrical safety, gas safety, water hygiene, asbestos management and other critical compliance disciplines.
  • Maintain oversight of compliance with key statutory and technical frameworks, including the Building Safety Act 2022, the Regulatory Reform (Fire Safety) Order 2005, the Construction (Design and Management) Regulations 2015, gas safety, electrical safety, asbestos management, water hygiene, lifting equipment, work equipment and other safety-critical compliance regimes relevant to the Group’s activities.
  • Ensure robust processes exist for the management of safety critical assets.
  • Lead technical governance reviews and assurance audits across all business sectors.
  • Oversee the management of technical risk and ensure appropriate mitigation strategies are implemented.

Governance and Risk Management

  • Develop and maintain an integrated framework for operational risk management that aligns with and operates within the wider Group risk and governance framework.
  • Ensure the Board and Executive Leadership Team receive accurate, timely and accessible reports on health, safety and technical compliance performance that support strategic decision making.
  • Monitor emerging legislation and regulatory developments, advising the business on strategic implications.
  • Lead external regulatory engagement where required.
  • Ensure assurance programmes identify risks before they become operational or reputational issues.
  • Provide independent challenge to operational teams where standards are not being achieved.

Operational Excellence and Customer Assurance

  • Support operational leadership teams in improving service performance, compliance outcomes and customer satisfaction.
  • Provide health, safety and technical compliance support for major bids, contract mobilisations and strategic customer relationships.
  • Ensure customers receive transparent assurance regarding compliance, safety and performance management.
  • Represent Pinnacle at industry forums, professional bodies and customer governance meetings.

Leadership and people

  • Lead and develop the Group Health, Safety and Technical teams.
  • Build organisational capability through coaching, mentoring and professional development.
  • Develop future health, safety and technical leaders across the business.
  • Foster a collaborative working environment across operational and corporate functions.
  • Champion inclusion, diversity and ethical leadership throughout the organisation

 Key requirements:

  • Degree qualified in an engineering, construction, safety or related discipline.
  • Chartered membership of a relevant professional institution (CMIOSH, CEng, FIIRSM, MRICS, MCIBSE, or equivalent).
  • Significant senior leadership experience within a complex multi-service operational environment.
  • Proven experience leading health, safety, compliance and technical governance functions at a national or regional level.
  • Strong understanding of statutory and regulatory compliance requirements across housing, property, facilities management and construction environments.
  • Extensive experience advising Boards and Executive Leadership Teams on risk, assurance and compliance matters, with the ability to translate complex technical issues into clear strategic advice.
  • Demonstrable experience leading organisational culture change and continuous improvement programmes.
  • Strong commercial awareness with the ability to balance risk management, regulatory compliance, customer confidence and operational delivery.

Desirable

  • Experience operating within highly regulated customer environments including public sector, education, industrial and social housing sectors, with an understanding of the additional requirements of the Regulator of Social Housing and their relevance to regulated stock managed across the Group.
  • Knowledge of Building Safety Act requirements and wider property compliance frameworks.
